Q: How can I get help with the on-line system?
A: Call the toll-free tech support hotline whose number is 800-817-5977. The hotline is staffed 12 hrs a day.
Q: Can I still print out an application and send it in by mail?
A: No. The Tournament is not accepting printed or mailed tournament applications. The process of obtaining applications on-line improves the accuracy of our application process and helps us keep costs (and your entry fees) down.
Q: What happens to my entry fee if my team is not accepted?
A: Your entry fees are refunded if you are not accepted into the tournament. If you paid by cashier's check or by credit card, you will receive a refund check in the mail.
Q: Can wait and pay the tournament application fee after I am accepted?
A: No. The Tournament Competition Committee will only consider your application for acceptance after the payment has been received.
Q: I was only a day late with my application, will you accept our team?
A: No, we do not accept applications from teams who are late. Your team will be placed on a wait list and subject to an additional late fee of $25.

All games will be played under FIFA rules with USYSA and CYSA-S adjustments for youth competition with the following additions and clarifications:
GENERAL
1. Current laminated USYSA player cards (or AYSO equivalent) will be required of all players as proof of age and must be available for inspection at initial check-in and the start of each game.
2. CYSA-S Teams only - You "MUST" have your white administrator card. The field marshals will be checking for this along with the referees. Be prepared!!!!!!!!!
3. Medical release forms will be required for all USYSA players at initial check-in. Teams will be required to keep medical releases on hand at all times.
All teams must check in with the field marshal at least 30 minutes prior to each game. A forfeit will be declared if a team cannot field and maintain a minimum of seven (7) players beginning five (5) minutes after the scheduled game starting time.
Home teams are listed first and will have choice of sideline. The home team will change jerseys in the case of a color conflict. The home team will supply the game balls (3).
Teams will be allowed an unlimited number of loan players.
Each team will have no more than 18 players on their roster.
The field marshal will determine all decisions regarding playability of fields prior to the start of a game.
After the start of the match, it will be the decision of the referee whether or not playing conditions are safe. If a game is stopped, the team in the lead at the time of stoppage wins.
If a semi-final game is tied at the end of the game, the game will immediately go to penalty kicks. Preliminary games can end in a tie.
It is the responsibility of the coach to inform all players, substitutes and spectators of the Tournament Rules. The Tournament Director has the final decision regarding the interpretation of the Tournament Rules.
In case of inclement weather or field conditions games may: be shortened; go to FIFA penalty kicks; or be cancelled.
Cancelled Games Refund Policy:
Cancellation of all matches: 100% refund less $100.00 administrative fee
Cancellation of one match: 60% refund less $100.00 administrative fee
Cancellation of 2 matches: 30% refund less $100.00 administrative fee
3 matches played: No refund
A match is defined as 50% completed.
Matches that are terminated by the referee for conduct or lack of players are
not considered to be cancelled.
The Tournament Director reserves the right to amend brackets in the event a team pulls out at the last minute or is a no show. Director will insure the remaining teams are provided with the best possible tournament competition play for the good of the game.
All affiliated teams outside So-Cal are guaranteed entry; however, no refunds will be made after immediate receipt of applications. This policy allows teams to make airline reservations, process travel papers and reserve hotels.
GAME FORMAT
1. There is a three (3) game minimum guaranteed to each participating team.
2. Length of games, except championship games:
U14 through U19 two 30-minute halves with five minutes between halves.
U11 through U13 two 25-minute halves with five minutes between halves.
3. There will be no stoppage time for injuries.
4. Games will start and end on time.
5. Games Ending in a Draw (Tiebreakers)
a. Pool Play Games - there will be no tiebreaker exercised.
b. Semi-Final Games- tiebreakers will decided by the taking of FIFA penalty kicks immediately following regulation time.
c. Championship Games - there will be two overtime periods following regulation play, no “golden goal”. Both Overtime Periods will be played out in their entirety. (See the chart below for the length of the overtime periods for the appropriate division.) If the score is still tied at the end of the second overtime period, then FIFA penalty kicks will commence.

U19 90 minutes -10 minutes each
U18 90 minutes – 10 minutes
U17 80 minutes – 10 minutes
U16 80 minutes – 10 minutes
U15 70 minutes – 10 minutes
U14 70 minutes - 10 minutes each
7. All games will be considered final. No protest will be allowed.
BRACKET WINNERS
Winners of Bracket play will be selected on the basis of the most total points after pool play is complete. Scoring will be on a 10 point system.
Six (6) points for a win
Three (3) points for a tie
Zero (0) points for a loss
One (1) point for a shutout
One (1) point for each goal scored, with a maximum of three.
A game ending with a final score of 0-0 will result in both teams being awarded 4 points (3 points for the tie and 1 point for a shutout).
A forfeit will be scored as a 1-0 win with eight (8) points awarded. Any team forfeiting one (1) game shall forfeit all games. The results of all their completed matches will be re-entered as forfeits.
TIE BREAKING PROCEDURE
In the event that two or more teams tie for the most points in pool play, the following criteria shall be applied in the order listed until the tie is broken:
1. Head to head competition;
2. Goal differential (Goals for minus goals against);
3. Fewest goals allowed;
4. Goals scored, up to 5 per game;
5. Penalty kicks - to be taken thirty minutes prior to the scheduled start of the semifinal or final game.
SUBSTITUTIONS
Substitutions shall be unlimited. In accordance with FIFA standards, substitutions may occur at any stoppage of play.
A player receiving a yellow card may be substituted at the time of the caution at the coach’s discretion.
A player given a red card or two yellow cards in one game shall be ejected from that game and shall not be replaced.
PLAYER & COACHES CONDUCT
1. All players and coaches will be expected to demonstrate good sportsmanlike conduct.
2. Any player given a red card or coach who is ejected will not be able to participate in at least the following tournament game. If the ejection is due to violent conduct the player or coach will not be able to participate in two games. One (1) point will be deducted from the team's score for any red card or ejection received during that game.
3. Coaches are responsible for the conduct of their players, substitutes and spectators.
4. All referee decisions are final. THERE WILL BE NO APPEALS, ARBITRATION OR RECOURSE.
5. If, in the opinion of game officials, a game must be terminated for misconduct of players, substitutes, coaches or spectators, the offending team could be suspended from further play, forfeiting that game and all remaining games. All previously played games would be re-entered as forfeits, with points awarded accordingly. Additionally, the offending team’s home league and state association will be contacted, as appropriate.
SPECTATOR CONDUCT
1. Inappropriate conduct by your team’s spectators can jeopardize your coach and/or team.
2. At no time is there to be any alcoholic beverages at the tournament site. Violators will be prosecuted.
3. Pets are NOT allowed - anywhere.
4. After each game, please pick up the trash on your sideline and place it in one of the provided receptacles.
5. Please help us keep on time by immediately collecting your things and clearing your sideline after your game. This will allow the next team to move into position and prepare for the start of their game.
